Although it may appear that the ants are eating the leaves it is more than likely some other critter, ie rabbits, caterpillars or beetles. We do not have leaf cutter ants here. Ants will hang out on plants if there are aphids. The ants eat the honeydew left from the aphids. you may want to put a wire cover or row cover over the plants to see if the damage stops.
